Abstract

This study aims to analyze the implementation of the mandatory use of Personal Protective Equipment (PPE) for firefighters and rescue personnel in Surabaya City. The use of PPE is a part of the implementation of Occupational Safety and Health (OSH) principles, as legally mandated in Law Number 1 of 1970 concerning Work Safety, Law Number 13 of 2003 concerning Manpower, and Minister of Manpower Regulation Number 8 of 2010 concerning Personal Protective Equipment. This research uses an empirical juridical method with a qualitative approach, employing interviews and direct observation in the field. The findings reveal that the implementation of PPE usage still faces several internal and external obstacles. Internal obstacles include lack of awareness and discipline among personnel, limited training, and weak management of PPE maintenance. Meanwhile, external obstacles involve the mismatch between the technical standards of available PPE and operational needs, the absence of specific national technical regulations for firefighting PPE, and limited access to certified equipment. This study recommends policy reformulation, enhanced training programs, and strengthening of the safety culture as key efforts to ensure optimal protection for firefighting personnel.
