ANALISIS YURIDIS IMPLEMENTASI KEWENANGAN SATPOL PP DALAM PENERTIBAN ANAK JALANAN DI SURABAYA
Abstract
This study aims to analyze the implementation of the authority of the Civil Service Police Unit
(Satpol PP) in controlling street children in the city of Surabaya based on Surabaya City
Regional Regulation Number 3 of 2023 concerning the Implementation of Child Protection.
The research method used is the empirical juridical method, namely examining the provisions
of applicable positive law and its implementation in the field through a sociological approach.
Data were obtained through literature studies, observations, and direct interviews with Satpol
PP officials, the Social Service, and street children as the main objects of control. The results
of the study show that although the authority of Satpol PP in controlling street children is not
explicitly regulated in a special article in Regional Regulation No. 3 of 2023, Satpol PP still
carries out its function as a technical implementer in the field through cross-sector
coordination with the Social Service and DP3APPKB. Control is carried out with a humanistic
and persuasive approach, but has not been fully able to provide a deterrent effect and long-
term solutions. The obstacles faced include limited personnel, minimal social rehabilitation
facilities, and weak family supervision. This study concludes that legal protection for street
children has not been implemented optimally due to weak implementation at the technical level
and the lack of integration of cross sectoral systems. Therefore, it is necessary to strengthen
technical regulations, increase the capacity of shelters, and actively involve the community in
protecting street children.
