PEMENUHAN HAK PENDIDIKAN DASAR BAGI ANAK NELAYAN DI SURABAYA
Abstract
Education is a fundamental right for every child as guaranteed by the 1945 Constitution of the Republic of Indonesia. However, children from fishermen’s families in Surabaya still face various barriers in accessing proper basic education. This study aims to examine the fulfillment of the right to basic education for fishermen’s children in Surabaya and to identify the inhibiting factors as well as efforts made by the government and the community to address these issues. This research uses an empirical method with a juridical-sociological approach. Data were collected through observations, interviews with fishermen’s children, parents, community leaders, and government officials, as well as documentation of educational records. The results show that the fulfillment of basic education rights for fishermen’s children in Surabaya remains suboptimal. The main barriers include the family’s economic conditions, the lack of educational facilities in coastal areas, and cultural practices that encourage children to assist their parents in fishing activities. The city government has provided educational assistance and affirmative programs, but their implementation is not yet evenly distributed and properly targeted. Stronger collaboration between the government, educational institutions, and the community is needed to fully guarantee the fulfillment of basic education rights for fishermen’s children
