IMPLEMENTASI PERATURAN PEMERINTAH NOMOR 74 TAHUN 2014 PADA SUROBOYO BUS SEBAGAI MEDIA TRANSPORTASI MASSAL DI KOTA SURABAYA

Abstract

The increase in the number of motorized vehicles in Surabaya is not proportional to the available road capacity, which can cause heavy traffic flow and tends to experience congestion. Many people prefer to use private vehicles because they are considered more practical, fast and flexible in meeting their daily mobility needs. In addition, public transportation often has limited routes, minimal facilities, high costs and convenience in city transportation making Surabaya residents reluctant to take public transportation and prefer private vehicles which causes public awareness to use public transportation is also still lacking. Based on this, the Surabaya City Government launched a mass transportation innovation, the Suroboyo Bus. Suroboyo Bus is one of the public service programs managed by the Regional Public Service Agency for Task Implementation Unit (BLUD UPTD) Public Transportation Management of Surabaya City which aims to reduce the volume of private vehicles so that the congestion that occurs can be decomposed properly and improve the quality of safe, comfortable and affordable transportation.

The purpose of this study is to analyze the implementation of government regulation number 74 of 2014 on Suroboyo Bus as a mass transportation medium in the city of Surabaya and what obstacles arise during the implementation.
