IMPLEMENTASI PERATURAN MENTERI TENAGA KERJA DAN TRANSMIGRASI NOMOR PER.04/MEN/1980 TENTANG SYARAT-SYARAT PEMASANGAN DAN PEMELIHARAN ALAT PEMADAM API RINGAN PADA BADAN PENANGGULANGAN BENCANA DAERAH KOTA SURABAYA
Abstract
This study aims to analyze the Implementation of Regulation of the Minister of Manpower and Transmigration Number PER.04/MEN/1980 Concerning Requirements for Installation and Maintenance of Light Fire Extinguishers (APAR) at the Surabaya City Regional Disaster Management Agency (BPBD). The regulation establishes technical and procedural standards in the installation and maintenance of APAR in order to ensure preparedness and work safety against fire risks. However, in its implementation, the Surabaya City BPBD faces various obstacles including budget constraints, lack of trained human resources, weak asset management and maintenance systems, and suboptimal cross-agency coordination.
This study uses a qualitative approach with a case study method, through interviews, observations, and internal document reviews. The results of the study indicate that although BPBD has attempted to comply with regulatory provisions, implementation has not been running optimally. Several APARs were found to be not in a functional condition, periodic maintenance was not carried out, and inspection documentation was not systematically available. The main inhibiting factors are the lack of socialization and technical training related to APARs, as well as the absence of a special SOP that refers directly to the Permenakertrans. From these findings, it is recommended that there is a need to increase the technical capacity of BPBD personnel, prepare internal SOPs based on national regulations, and allocate a special budget for preventive maintenance of APARs. Thus, the implementation of regulations can run more effectively and support fire mitigation efforts in the BPBD environment of Surabaya City.
