Double blind peer review

To improve the quality of articles in JPFA, started from July 6th, 2017, JPFA Editorial member changed the peer-review policy from single-blind peer review to double-blind peer review and make some of adjustment. Author(s) are suggested to read Ensuring a Blind Review before uploading an article.
