IMPLEMENTASI PERDA KOTA KUPANG TENTANG PEMAKAMAN DAN PENGABUAN JENAZAH (STUDI KASUS DI KELURAHAN OESAPA)

Abstract

Population growth and development require land use in accordance with its intended use. However, in Kupang City, especially in Oesapa Village, burial practices are still found in house yards, even though the prohibition has been strictly regulated in Kupang City Regional Regulation Number 11 of 2016 concerning Burial and Cremation of Bodies. This regulation refers to Government Regulation Number 9 of 1987 which emphasizes the importance of land use in accordance with spatial planning, socio-cultural aspects, and the environment. This study aims to analyze the implementation of these regulations and the factors that influence people to still bury in their yards. This study uses an empirical research method with a qualitative approach. The results of the study indicate that people still choose to bury in their yards because they are influenced by internal and external factors so that the implementation of regional regulations has not been fully optimal.
