IMPLEMENTASI KEWENANGAN DINAS SOSIAL KOTA SURABAYA DALAM PENANGGULANGAN KEMISKINAN

Poverty remains a significant social issue in Indonesia, demanding integrated and sustainable efforts from government institutions. This study explores the implementation of the authority of the Social Service Office of Surabaya City in poverty alleviation. The research is based on an empirical juridical method with a qualitative approach, focusing on the role of social programs such as the Family Hope Program (PKH), community empowerment initiatives, and local government innovations like Kampung Madani. Data were collected through interviews with officials and beneficiaries, as well as document analysis. The findings show that while the programs have made substantial contributions particularly in reducing unemployment and improving access to education and healthcare several obstacles persist. These include inaccuracies in social welfare data (DTKS), limited economic literacy among beneficiaries, and inconsistent field supervision by social workers. The study concludes that although the authority of the Social Service Office is exercised in accordance with regional regulations, its impact could be enhanced through improved data validation, cross-sector collaboration, and strengthened community participation.
