PROSES PENYELESAIAN PROBLEMATIK IDENTITAS KEPENDUDUKAN MASYARAKAT KOTA SURABAYA

Population identity is a fundamental right of every citizen and a primary requirement for accessing public services and legal protection. However, in the city of Surabaya, there are still residents who do not possess official identity documents such as the Identity Card (KTP) and Child Identity Card (KIA). The absence of these documents results in administrative exclusion and barriers to accessing basic rights such as education, healthcare, and social assistance. This study aims to identify the types of problems related to civil identity ownership in Surabaya and to formulate implementable solutions for the city government.
This research employs an empirical legal approach with a qualitative method. Data were collected through in-depth interviews with officials from the Surabaya Population and Civil Registration Office, as well as observations of the implementation of two key regulations: Surabaya Mayor Regulation No. 98 of 2023 and No. 38 of 2024. The data were analyzed thematically to identify patterns of obstacles and resolution strategies in the field.
The findings reveal that the main problems include low public literacy in administrative matters, economic barriers, high population mobility without domicile updates, and a lack of cross-sectoral policy integration. Effective solutions identified include mobile services, digitalization of service systems, and collaboration with schools and healthcare facilities for the distribution of KIA. The PERWALI policies have proven to promote service inclusivity, although technical, human resource, and public education aspects still require strengthening.
