Abstract

Official uniforms are an essential element in reflecting the identity, discipline, and professionalism of civil servants (ASN), including those at the Regional Disaster Management Agency (BPBD) of Surabaya City. As an agency responsible for disaster management, BPBD often operates in emergency situations that demand a high degree of flexibility in dress. This creates a discrepancy between operational needs in the field and the formal regulations on official attire stipulated in Surabaya Mayor Regulation Number 91 of 2024. This study aims to analyze whether BPBD Surabaya has the authority to establish its own uniform regulations and to evaluate the implementation of official uniforms based on the prevailing legal framework. The research employs an empirical legal method using both statutory and sociological approaches. Data were collected through document analysis and in-depth interviews with BPBD officials and staff members. The results show that BPBD does not have the legal authority to issue uniform regulations that contradict the Mayor’s Regulation, but it may implement technical adjustments for operational needs as long as they do not violate existing legal norms. Therefore, it is recommended that the Surabaya City Government conduct regular evaluations on the effectiveness of uniform implementation and allow limited flexibility tailored to fieldwork requirements. Additionally, improved dissemination, provision of uniform supplies, and stricter supervision are needed to ensure professional and orderly implementation of official dress codes.
