Penerapan Pemberian Bantuan Hukum Bagi Masyarakat Miskin Di Kota Surabaya
Abstract
This research aims to examine the implementation of legal aid for the poor in Surabaya and to identify the inhibiting factors in its application. Using an empirical legal research method with a descriptive qualitative approach, this study evaluates the effectiveness of the Surabaya City Government’s policies in providing free legal aid based on Law No. 16 of 2011 on Legal Aid and Mayor Regulation No. 78 of 2022 as amended by Regulation No. 6 of 2024. The findings reveal that despite an adequate legal framework and budget allocation from the regional budget (APBD), the implementation of legal aid remains hampered by bureaucratic procedures, low legal literacy among the poor, limited resources in legal aid institutions, and insufficient public outreach. Therefore, enhanced inter-agency coordination, community legal education, and streamlined administrative mechanisms are necessary to achieve inclusive justice.
