PERAN KELURAHAN JAJAR TUNGGAL KOTA SURABAYA DALAM MEMBANTU LEGALITAS UKM BIDANG SEMBAKO

This study analyzes the strategic role of the Jajar Tunggal Sub-District Office in Surabaya in supporting the formalization of grocery-sector Micro, Small, and Medium Enterprises (MSMEs) through business legality. Empirical juridical methods with a qualitative approach were employed, collecting data through in-depth interviews (with 4 MSME actors and sub-district staff), participatory observation, and regulatory analysis (Law No. 11/2020 on Job Creation). Results indicate that the sub-district plays a pivotal role in three pillars: (1) Education (socializing the importance of Business Identification Numbers/NIB and the Online Single Submission/OSS system), (2) Administrative facilitation (assistance in OSS document processing), and (3) Post-legalization mentoring (business management training). Key obstacles include structural factors (limited human resources, inadequate budget) and cultural factors (low digital literacy among MSME actors, perceptions of hidden costs). Recommendations include triple helix collaboration (government-academia-business), mobile service innovation, and digital infrastructure funding. This synergy strengthens local economic resilience by integrating informal MSMEs into the formal sector.
