IMPLEMENTASI PROGRAM SOSIALISASI OSS-RBA DALAM MENDUKUNG LEGALITAS UMKM DI KELURAHAN TINAP KECAMATAN SUKOMORO KABUPATEN MAGETAN

Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a vital role in Indonesia’s economic development. However, many MSME owners still lack business legality due to limited understanding of the Business Identification Number (Nomor Induk Berusaha/NIB) and the Online Single Submission Risk-Based Approach (OSS-RBA) system. This study aims to analyze the implementation of the OSS-RBA socialization program in supporting MSME business legality and to identify the supporting and inhibiting factors affecting its implementation in Tinap Village, Sukomoro District, Magetan Regency. This research employed an empirical legal research method with a qualitative approach. Data were collected through observation, interviews, and documentation involving the Head of Tinap Village, the Village Secretary, and three MSME owners. The data were analyzed using George C. Edward III’s Implementation Theory and Soerjono Soekanto’s Legal Awareness Theory.

The findings indicate that the OSS-RBA socialization program was implemented effectively, as reflected in clear communication, adequate resources, positive stakeholder commitment, and an organized implementation process. Supporting factors included strong support from the village government, active participation of MSME owners, accessible educational materials, and assistance provided through the Sukomoro Public Service Mall. Meanwhile, the main obstacles were limited knowledge of OSS-RBA, misconceptions regarding tax obligations associated with NIB ownership, low digital literacy, and the need for continuous assistance. Overall, the program contributed positively to improving MSME owners’ understanding and legal awareness regarding business legality. Continuous socialization and mentoring are recommended to encourage wider NIB ownership and support sustainable MSME development.
