MSMEs play a strategic role in driving Indonesia's local economy, yet their sustainability is frequently threatened by inadequate legal compliance, which may expose business actors to administrative and even criminal sanctions. This study addresses a legal empowerment project conducted in Desa Kembangan, Sukomoro Sub-district, Magetan Regency, aimed at examining the legal condition of local MSMEs and mitigating their exposure to criminal law risks. The urgency of this study lies in the fact that basic business legality does not automatically shield MSME actors from criminal liability, particularly when they pursue business expansion involving product distribution permits, trademark registration, and other sector-specific regulations that carry criminal sanctions under Indonesian law. This research employed a descriptive qualitative method through a field survey of MSME actors to identify their operational challenges and legal compliance status, followed by a legal socialization activity conducted in collaboration with the Department of Industry and Trade (Disperindag) of Magetan Regency, focusing on the importance of business legality. The survey results indicate that most MSMEs in Desa Kembangan already possess basic business legality and face no significant operational obstacles, with business expansion identified as their primary need. However, this finding reveals a latent legal issue: the absence of awareness regarding advanced legal obligations associated with expansion, which may increase the risk of administrative and criminal sanctions in the future. The socialization activity conducted with Disperindag Magetan successfully enhanced MSME actors' legal awareness and served as a preventive measure to mitigate potential criminal law risks associated with business expansion.
