PERAN KELURAHAN DALAM PENGURUSAN HAK WARIS DI TINGKAT MASYARAKAT TEMBOK DUKUH KECAMATAN BUBUTAN KOTA SURABAYA

Abstract

This study aims to analyze the role of Tembok Dukuh Sub-district in managing inheritance rights through a juridical-empirical approach. The research focuses on the sub-district’s administrative function in issuing the Inheritance Certificate (SKW), its role in legal education for the community, and its mediating function in resolving early-stage inheritance disputes. Data were collected through interviews with local officials and community members, as well as observations of SKW service procedures. The study found that the sub-district actively facilitates the administrative process of inheritance documentation and provides informal legal consultations. However, several challenges were identified, including the low legal literacy of the public, limited human resources, unstructured standard operating procedures, and weak coordination among related institutions such as the Civil Registry Office, the National Land Agency, and notaries. In response, the study proposes the development of integrated digital services, formal inter-agency SOPs, and regular legal training for sub-district personnel to improve the effectiveness and efficiency of inheritance administration. This research contributes to strengthening public service governance at the sub-district level in the context of civil inheritance law in Indonesia.
