OPTIMALISASI PEMANFAATAN JARINGAN DOKUMENTASI DAN INFORMASI HUKUM (JDIH) DALAM MENINGKATKAN AKSES INFORMASI HUKUM PERTANAHAN BAGI MASYARAKAT DESA BULU

Abstract

Access to land law information is an essential prerequisite for ensuring legal certainty and enhancing public legal awareness. However, the utilization of the Legal Documentation and Information Network (Jaringan Dokumentasi dan Informasi Hukum (JDIH)) as a legal information service remains suboptimal, particularly at the village level. This study aims to analyze the community's needs, patterns of use, and obstacles in accessing land law information through JDIH in Bulu Village, as well as to formulate strategies for optimizing its utilization. This research employed an empirical legal research method with a socio-legal approach. Data were collected through observation, interviews, documentation, and literature review, and were analyzed using descriptive qualitative analysis. The findings indicate that the community has a high demand for land law information, particularly regarding land registration, land certification, transfer of land rights, and land dispute resolution. Nevertheless, the utilization of JDIH remains limited due to low levels of legal and digital literacy, insufficient public outreach, suboptimal management of JDIH, and the lack of integration between legal information services and the village's digital information platforms. Optimization strategies include strengthening JDIH governance, regularly updating and digitizing legal documents, integrating JDIH with the village website, providing user-friendly legal information, and enhancing legal education and public dissemination through collaboration among village governments, local governments, and land administration authorities. These measures are expected to improve public access to reliable legal information, strengthen legal literacy, and support the implementation of effective, transparent, and legally certain digital public services.
