Abstract

This study examines the challenges faced by the Bandar Village Government in updating the Legal Documentation and Information Network (JDIH) regarding the publication of Bandar Village Regulations for 2020-2026. The issue emerged from findings that the last regulation uploaded to the JDIH dated back to 2019, leaving a multi-year gap in data updates. This research aims to identify and analyze the obstacles encountered and to formulate strategies for optimizing JDIH updates. An empirical legal research method was employed, using sociological, statutory, and conceptual approaches, grounded in Soerjono Soekanto’s theory of legal effectiveness. Primary data were obtained through interviews with the Village Head and Village Secretary, supported by observation and documentation. The findings reveal five contributing factors: the legal factor, marked by the operator’s limited understanding that JDIH updating is a continuous obligation and the absence of a standard operating procedure; the law enforcement factor, where JDIH management was never formally assigned as a core job function; the facilities factor, namely the lack of a scanning machine; the community factor, reflected in low public awareness and demand for regulation transparency; and the legal culture factor, where administrative tasks are deprioritized against direct public services. Recommended optimization strategies include drafting an SOP with regular socialization, improving public legal literacy, and procuring supporting facilities through the village budget (APBDes).
