This article examines the qualification of online child sexual exploitation as trafficking in persons and evaluates the protection afforded to child victims in the Decision of the South Jakarta District Court Number 787/Pid.Sus/2024/PN Jkt.Sel. Using normative juridical research with statute, conceptual, and case approaches, the study maps the facts of the case into the act–means–purpose (AMP) framework under Law No. 21 of 2007 and compares it with the judge’s legal reasoning which largely relied on child protection provisions. The analysis shows that the offender’s conduct—offering minors for commercial sex through an X account and a Telegram channel, arranging transactions, and obtaining financial benefits—meets the core elements of trafficking and illustrates the shift of trafficking operations into platform-mediated ‘catalog’ markets. Nevertheless, victim-oriented measures in the judgment remain limited, particularly regarding restitution and psychosocial rehabilitation. This article proposes a victim-centered and technology-aware enforcement model combining the anti-trafficking regime, electronic evidence standards, and child-friendly justice mechanisms to strengthen deterrence while ensuring meaningful recovery for victims.
