Domestic violence cases against women in Surabaya continue to fluctuate yearly. Legal protection is essential, involving various stakeholders to ensure victims' safety and recovery. Law No. 23 of 2004 led to the formation of PUSPAGA by the Ministry of Women’s Empowerment and Child Protection as a preventive, educational effort to build family resilience. This is an empirical study examining PUSPAGA’s role in protecting domestic violence victims. This study aims to examine the legal protection provided to women victims of domestic violence through the Family Learning Center (PUSPAGA) in Surabaya, as well as to identify the challenges and obstacles faced by PUSPAGA in delivering effective legal protection to these victims. A qualitative method with a socio-legal approach is used to understand how law functions in practice within society. PUSPAGA offers prevention, risk reduction, and case-handling programs, including consultation, counseling, complaint, and referral services. However, PUSPAGA Surabaya must improve service promotion, strengthen its community presence, and organize educational activities to increase public awareness and access to its services.
