Abstract

PD Pasar Surya is a Regionally-Owned Enterprise (BUMD) that has an important role in supporting public services and increasing Regional Original Income (PAD). Optimization of PD Pasar Surya management must be in accordance with the principles of good corporate governance (GCG), as stipulated in Government Regulation Number 54 of 2017 concerning Regionally-Owned Enterprises (BUMD). This study aims to evaluate the conformity of PD Pasar Surya's governance with applicable legal provisions. The method used is empirical legal research with a qualitative approach. Data were collected through semi-structured questionnaires from various informants, namely PD Pasar Surya directors, BUMD supervisors from the City Government, experts from academics, and traders and supplemented by observations from the author and document analysis. The results of the study indicate that although PD Pasar Suryaa management claims to have implemented GCG principles, evaluations from external parties show that there are still many inconsistencies. PD Pasar Surya does not yet have governance infrastructure such as a Code of Corporate Governance, Board Manual, and Internal Audit Charter. In addition, the form of legal entity has not been adjusted to the mandate of Government Regulation Number 54 of 2017 concerning Regionally-Owned Enterprises (BUMD).
