PENGEMBANGAN JDIH DALAM RANGKA PENGUATAN LITERASI HUKUM BAGI APARAT DESA POJOKSARI, KECAMATAN SUKOMORO, KABUPATEN MAGETAN

Abstract

Law serves as the principal instrument for regulating community, national, and state life, and village governments occupy a strategic position in formulating and implementing legally grounded village policies. Presidential Regulation Number 33 of 2012 and Ministerial Regulation of Law and Human Rights Number 8 of 2019 mandate the development of a Legal Documentation and Information Network (JDIH) to support legal literacy among village officials. However, preliminary observation in Pojoksari Village, Sukomoro Sub-district, Magetan Regency, revealed that JDIH utilization remains low, marked by outdated content, minimal document uploads, limited understanding among officials, and forgotten account passwords. This study urgently addresses these issues since a one-time socialization program alone proved insufficient to resolve the underlying problem of legal literacy. Employing socio-legal empirical research with a qualitative descriptive approach, data were collected through interviews, observation, and documentation study, then analyzed using the Miles, Huberman, and Saldaña interactive model. The findings indicate that low legal literacy stems from interrelated technical and human resource factors, and that JDIH development requires an integrated strategy encompassing human resource capacity building, technical governance, inter-agency collaboration, and sustainable legal literacy reinforcement to ensure active, independent, and continuous website management.
