Abstract

The rapid advancement of digital technology has significantly increased the
occurrence of coordinated cyber harassment, a form of collective online persecution
that causes serious psychological harm to victims. Despite the growing prevalence of
such conduct, Indonesian criminal law has not specifically regulated coordinated
cyber harassment, resulting in legal uncertainty in addressing collective and repetitive
online attacks. This study aims to analyze the regulation of coordinated cyber
harassment within Indonesian criminal law through a comparative study with
Germany and the United Kingdom. This research employs normative legal research
using statutory, conceptual, and comparative approaches. The legal materials consist
of primary, secondary, and tertiary legal sources collected through literature study
and analyzed using qualitative legal analysis. The findings reveal that the Indonesian
legal framework, particularly the Criminal Code and the Electronic Information and
Transactions Law, has not adequately accommodated the collective and systematic
characteristics of coordinated cyber harassment. In contrast, Germany and the United
Kingdom have developed legal mechanisms that recognize repeated patterns of
harassment and provide broader protection for victims. Therefore, Indonesian
criminal law requires regulatory reform by explicitly recognizing coordinated cyber
harassment as a distinct criminal act and as an aggravating circumstance in
sentencing.
