Abstract

The advancement of digitalization has increased the risk of personal data theft, including in rural areas such as Pojoksari Village, Sukomoro Sub-district. This study aims to identify the legal basis for implementing digital literacy as a preventive measure against personal data theft in Indonesia, as well as to analyze its implementation procedure in Pojoksari Village. This research employs an empirical juridical method with a qualitative approach and a sociological approach to law. Primary data were obtained through interviews with the Head of Pojoksari Village and participatory observation during the question-and-answer session of the digital literacy socialization activity, while secondary data were derived from relevant laws and regulations as well as related literature. The results show that the legal basis for digital literacy in Indonesia is normatively adequate, deriving from the 1945 Constitution, the Personal Data Protection Law, the Electronic Information and Transactions Law, and the Village Law. However, its implementation in Pojoksari Village still faces challenges, including the limited involvement of the village government in handling personal data theft cases and the gap between the vulnerable age group and the participants who actually attended the socialization. This study recommends strengthening coordination among stakeholders and adopting a more adaptive digital literacy strategy tailored to the needs of rural communities.
