Community empowerment is a positive government policy to protect its people, recognition of the legal status of an indigenous community is one of the criteria for empowerment. In the regional regulation of Lingga Regency number 4 of 2022 concerning the empowerment of the sea tribe community, it contains the government's efforts to empower the sea tribe community. Can the empowerment of indigenous communities be carried out if there is no recognition in it? Recognition is a valid requirement for empowerment as is the issuance of this law. This study aims to analyze the form of protection and empowerment of the rights of the sea tribe community in Lingga Regency in the context of regional regulations and applicable laws. This study uses a normative legal approach by reviewing the literature, finding out the form of protection and empowerment of the government in the regulation, and other related documents. The results of the study show that the government protects all indigenous communities even though there are no laws and regulations that specifically regulate them including sea tribes, the existence or existence of the sea tribe community in Lingga Regency can be proven administratively with the issuance of the regional regulation of Lingga Regency number 4 of 2022 concerning the empowerment of the sea tribe community.
