Abstract

Government Employees with Work Agreements (PPPK) face significant legal uncertainty upon the expiration of their employment contracts, particularly when agreements are not renewed by the relevant government agencies. Existing legislation has not comprehensively regulated the renewal mechanism, objective assessment standards, legal status, rights, and protections for PPPK following contract termination. This normative gap creates an urgent need for research to provide legal certainty and protection for PPPK as part of the State Civil Apparatus.

This study employs a normative legal research method using statutory and conceptual approaches, supported by primary legal materials in the form of civil state apparatus regulations and secondary materials comprising relevant legal literature and journals, analyzed qualitatively through legal interpretation and legal discovery. bThe findings indicate that the legal status of PPPK is entirely contingent upon whether the employment contract is renewed. In the absence of renewal, PPPK loses their status as a Civil State Apparatus employee, resulting in the termination of employment rights, career uncertainty, weakened legal protection, and potential inconsistency in practices across government agencies. Therefore, supplementary regulatory construction is required, encompassing notification mechanisms, objective renewal standards, rights settlement procedures, and administrative remedies for aggrieved PPPK.
