PERAN PEMERINTAH DESA BULU DALAM MENINGKATKAN KESADARAN HUKUM MASYARAKAT DAN MENCEGAH PENYALAHGUNAAN DATA PRIBADI

Abstract

The digitalization of village administrative services has expanded the collection and use of personal data, increasing residents' exposure to potential misuse, including unauthorized use of identity documents for loan applications. This study was prompted by information from Bulu Village officials, Sukomoro District, Magetan Regency, regarding an alleged case of identity misuse for a loan without the data subject's consent. Grounded in Law Number 27 of 2022 on Personal Data Protection and Article 28G(1) of the 1945 Constitution, this research examines the role of Bulu Village Government in enhancing community legal awareness and preventing personal data misuse. Employing an empirical juridical study with a socio-legal approach and a qualitative descriptive design, data were collected through semi-structured interviews via WhatsApp text chat with the Village Head and Village Secretary, alongside document study, and analyzed following Miles, Huberman, and Saldana's technique. The findings indicate that the Village Government has implemented several protective measures, such as restricting data access, digital storage, and controlled disclosure to law enforcement, yet still lacks an independently organized socialization program. Supporting and inhibiting factors were identified, leading to proposed strengthening strategies, including regular socialization, documented complaint mechanisms, a personal data protection SOP, and stronger coordination with law enforcement agencies.
