Abstract

The protection of population data plays a vital role in the governance of public administration, particularly in managing vital events such as death registration. This study examines the role of civil registration officers at the Department of Population and Civil Registration of Surabaya City in protecting sensitive population data through the implementation of Standard Operating Procedures (SOP) for death certificate applications. The study aims to identify both supporting and inhibiting factors that influence the performance of the officers, as well as strategies to address existing obstacles. Using an empirical legal research method, this study treats law not only as written rules but also as observable practices within society. Data were collected through field observations, interviews with officials, and analysis of official SOP documents.

The results indicate that although SOPs are available and function as operational guidelines, their implementation still faces several challenges. These include the public’s limited understanding of administrative procedures, insufficient outreach and socialization efforts by officers, and the potential for negligence in safeguarding population data. However, the presence of digital infrastructure and a strong commitment from the apparatus are identified as positive contributing factors. This study concludes that enhancing the role of officers in data protection requires improved training, stronger supervision, and consistent public awareness efforts.
