IMPLEMENTASI PERLINDUNGAN HAM ANAK KORBAN KDRT: STUDI KASUS DI DESA KEMBANGAN

Abstract

Domestic violence (DV) against children remains a serious human rights issue in Indonesia, since children may become either direct victims or indirect/affected victims of violence occurring between their parents. Data from the Online Information System for the Protection of Women and Children (SIMFONI PPA) recorded 21,352 cases of violence against children throughout 2025, while public awareness of legal protection mechanisms and reporting channels remains limited, particularly regarding children as indirect victims. This urgency underlies two research problems addressed in this study: first, the forms of legal protection available for children as direct and indirect victims of domestic violence, viewed from the perspectives of human rights and criminal law; second, the effectiveness of legal education (penyuluhan hukum) in improving the knowledge of the Kembangan Village community regarding the legal protection of child victims of domestic violence. This study employed a mixed-methods design combining normative legal research with a pre-experimental one-group pretest-posttest design involving 32 participants. The findings show that legal protection for child victims has been comprehensively regulated through Law Number 39 of 1999, Law Number 35 of 2014, and Law Number 23 of 2004, encompassing preventive and repressive dimensions. The legal education program significantly improved participants' knowledge (t = 12.03; p < 0.001; N-Gain = 0.64, moderate category), confirming that legal education functions effectively as a preventive form of legal protection, although it needs to be conducted continuously.
