This research aims to analyze the implementation of demonstration security procedures by the East Java Regional Police based on Articles 22, 23, and 24 of the Chief of National Police Regulation Number 16 of 2006, as well as to examine the inhibiting factors and their resolution efforts. The research utilizes an empirical legal method by collecting primary field data. The results indicate that: First, implementation in the green situation prioritizes preventive measures by deploying Policewomen (Polwan), though the early installation of barbed wire barricades is deemed premature. In the yellow situation, the communication of police appeals is hindered by crowd noise, alongside controversies surrounding the use of tear gas which is considered dangerous. In the red situation, authorities implement route diversions, facing challenges in identifying provocateurs and controlling personnel's emotions. Second, law enforcement obstacles include the rigidity of written regulations, the physical and psychological exhaustion of the apparatus, limited facilities, and the aggressiveness of the masses. Resolution efforts involve tactical discretion, troop reinforcement, early intelligence detection, and persuasive approaches. This research recommends adjusting the timing for barbed wire deployment, upgrading the capacity of command loudspeakers, and enforcing strict supervision over tear gas usage to minimize human rights violations.
