The execution of criminal judgments requires supervision to ensure compliance with the objectives of punishment, humanitarian principles, and the protection of prisoners’ rights. Therefore, Supervisory and Observing Judges (Wasmat) play an important role in overseeing the implementation of Supreme Court Circular Letter Number 7 of 1985. This study aims to analyze the implementation of the authority of Supervisory and Observing Judges within the jurisdiction of the Jombang District Court and to identify the obstacles encountered. This research uses an empirical legal research method with a sociological juridical approach. Data were collected through interviews and literature studies and analyzed using a descriptive qualitative method. The findings show that the authority of Supervisory and Observing Judges has been implemented in accordance with the Criminal Procedure Code and Supreme Court Circular Letter Number 7 of 1985, but has not been carried out optimally. The main obstacles include judges’ workload, limited time, lack of coordination among institutions, and the absence of regular on-site inspections as required by the regulation. It is concluded that the implementation of the authority of Supervisory and Observing Judges at the Jombang District Court has been carried out, although its effectiveness still needs improvement. Therefore, stronger inter-agency coordination and optimization of supervisory duties are necessary to improve the effectiveness of criminal judgment supervision.
