This study analyzex the implementation of Article 9 of Law Number 45 of 2009 concerning Fisheries regarding illegal fishing gear in the jurisdiction of the Bangkalan Water Police Unit, as well as identifying inhibiting factors. The research method is empirical interviews with law enforcement officers, documentation of theree case resumes (AFDOL 2026, Husnul Mufarrih 2020, Khoirul Anam 2021), and data from the Bangkalan Fisheries Service. The result show that implementation is ineffective because law enforcement is reactive (relying on community handovers), all suspects were charged under Article 100B without detention, and officers prefer persuasive approaches. The inhibiting factors are systemic: the duality of Articles 85 and 100 B, limited personnel (one one person), lack of patrol vessels (only KP. X-1025 for 771.1 km²), absence of cross-regional coordination, and strong group solidarity among fishing communities. This study concludes that Article 9 loses effectiveness because the three pillars of legal system mutually weaken each other.
