Abstract

The limited capacity of community sports facilitators to design events that are systematic, engaging, and tailored to community characteristics poses a challenge to the development of community-based sports. This Community Service (PKM) initiative aimed to enhance the sports event management skills of Community Sports Facilitators (POM) from the East Java Youth and Sports Agency (Dispora) and to build their ability to create event plans driven by creative innovation. The program employed a participatory approach involving training and mentoring, comprising needs assessment, material delivery, discussions, case studies, event plan drafting, presentations, feedback sessions, and plan refinement. Evaluation was conducted using observation sheets, skill assessment rubrics, discussions, and assessments of the event plans, followed by a descriptive-qualitative analysis. The results indicate that all seven event management skill indicators—namely target needs identification, concept development, activity sequencing, activity format determination, creativity and appeal planning, presentation, and plan refinement—reached the "good" category. Improvements in creativity and innovation were also achieved regarding alignment with community needs, creativity, appeal, activity variety, participant experience, and implementation feasibility, while the potential for sports industry development was established at a conceptual level. The initiative demonstrates that training combined with practical application and mentoring can strengthen the capacity of POMs to produce sports event plans that are more systematic, creative, and contextually relevant.
