Manajemen Komunikasi Universitas Negeri Surabaya dalam Implementasi Rekognisi Pembelajaran Lampau Untuk Meningkatkan Kompetensi Perangkat Desa

Rekognisi Pembelajaran Lampau (RPL) telah berlangsung sejak tahun 2016 di Indonesia dan diperbarui dalam Peraturan Menteri Pendidikan, Kebudayaan, Riset dan Teknologi nomer 41 tahun 2021. Berdasarkan peraturan tersebut, maka pada tahun 2022, Universitas Negeri Surabaya (UNESA), Kementerian Desa Pembangunan Daerah Tertinggal dan Transmigrasi dan Pemerintah Kabupaten Bojonegoro memulai kerjasama program RPL, dengan memberikan peluang kepada seluruh perangkat desa di Kabupaten Bojonegoro yang belum menempuh sarjana untuk dapat dinilai berbagai pengalaman dan portofolio kerja yang dimiliki dengan capaian pembelajaran matakuliah di program studi di perguruan tinggi. Program RPL khusus perangkat desa ini pertama kali dilaksanakan di Indonesia. Sehingga keunikan kasus ini, mendorong peneliti menggunakan metode penelitian studi kasus. Penelitian ini membahas manajemen komunikasi memiliki kedudukan penting dan strategis, karena banyak aktor dan lembaga diinternal UNESA yang bertugas menjalankan kerjasama RPL ini. Di internal UNESA ada lembaga-lembaga terkait yaitu Pusat RPL, Direktorat Akademik, Direktorat Keuangan, Pusat Teknologi dan Sistem Informasi, Fakultas dan lima program studi yang melaksanakan RPL. Selain itu ada 605 mahasiswa dari perangkat desa yang berkuliah di jenjang prodi S1 Adminitrasi Negara, S1 Sosiologi, S1 Akuntansi, S1 Manajemen, dan S1 Pendidikan Luar Sekolah. Manajemen komunikasi UNESA dalam mengelola RPL tampak dalam isi komunikasi antar lembaga yang mengatur tugas dan fungsinya masing-masing, sehingga antar lembaga tersebut secara terstruktur memiliki fungsi koordinatif dan bertanggung jawab kepada Rektor dalam menjalankan RPL. Aliran komunikasi antar lembaga di internal UNESA diatur formal dan salurannya tertulis. Sebaliknya dalam perkuliahan antara dosen dan mahasiswa RPL, manajemen komunikasinya di kelas lebih dinamis dan setara. Metode perkuliahan project based learning mendorong dosen dan mahasiswa juga terlibat dalam program pengabdian kepada masyarakat dan penelitian bersama.
