IMPLEMENTATION OF SURABAYA CITY LOCAL REGULATION NO. 4 OF 2026 ON SLUM AREAS AND DECENT HOUSING

This study examines Surabaya City Regional Regulation Number 4 of 2026 on the Medium-Term Regional Development Plan (RPJMD) concerning the management of slum areas in achieving decent housing in the City of Surabaya, and identifies the obstacles hindering its realization. Using a qualitative empirical legal research method with policy and sociological approaches, data were gathered through interviews with the Surabaya City Council (DPRD), the Housing, Settlement Area, and Land Agency (DPRKPP), and residents, together with field observations in slum areas, and analyzed using George C. Edward III's implementation theory. The findings show that implementation has not run well, although the public rental housing (rusunawa) program and the substandard-house renovation (rutilahu) program under "Dandan Omah" have reached approximately 7,000 beneficiaries, a figure still far below the roughly 14,000 pending applications. The "zero slum" claim in the Mayor's 2021 accountability report does not match on-the-ground conditions, raising potential administrative-law implications. The main obstacles are land scarcity, unclear land-ownership legality, limited human resources among implementers, information gaps among residents, and lengthy, uncertain administrative procedures. This study recommends strengthening the data system, accelerating land certification, optimizing idle government land, expanding public outreach, and strengthening the City Council's oversight of program implementation.
