EFEKTIFITAS PELAKSANAAN PERATURAN DAERAH KABUPATEN GRESIK TENTANG PENYELENGGARAAN SMART CITY

Abstract

This study examines the legal effectiveness of Gresik Regency Regional Regulation Number 7 of 2023 concerning the implementation of Smart City in realizing regional government administration, and identifies the legal and non-legal obstacles faced in the coordination among regional government agencies during its implementation. Rapid urbanization and Indonesia's national Smart City movement placed Gresik among the pioneering regencies, yet the delegated implementing rules mandated by the Regional Regulation have often lagged behind practice on the ground, raising questions about the regulation's real effectiveness. This research employs an empirical juridical method with a sociology of law approach, collecting data through interviews with the local communication and informatics agency and residents, field observation, and documentation study. The results show that Smart City implementation in Gresik has been reasonably effective, though not yet optimal: digital public services, information access, and a clear regulatory basis have developed, but the delayed issuance of the Smart City Master Plan and the Command Center regulation reveal a persistent gap between norm and practice. Inter-agency coordination has occurred through task division and collaboration, but sectoral ego, uneven data integration, and limited digital literacy among the elderly remain unresolved. Stronger coordination, system integration, and human resource development are recommended.
