This study aims to analyze the effectiveness of Prosecutor's Guidelines Number 1 of 2026 in strengthening coordination between investigators and public prosecutors during the transition period of the new Criminal Procedure Code and to examine its legal position toward National Police investigators. The study is important because the implementation of the new Criminal Procedure Code requires a clear coordination mechanism to ensure effective criminal case handling and legal certainty. This research employs an empirical legal method using statutory, contextual, and sociological approaches. Data were obtained through interviews with prosecutors and police investigators and supported by legislation, books, and scientific journals. The results indicate that Prosecutor's Guidelines Number 1 of 2026 have improved coordination through the early involvement of prosecutors in investigations, reduced the return of case files, strengthened case management mechanisms, and supported the use of information technology. Furthermore, the guidelines constitute an internal policy regulation (beleidsregel) within the Prosecutor's Office but possess functional relevance for National Police investigators as an implementation of the new Criminal Procedure Code. Therefore, the guidelines contribute to more effective criminal case handling during the transition period.
