Abstract

This study discusses the enforcement of Surabaya City Regional Regulation No. 2 of 2014 Article 35 concerning the prohibition of giving money or goods to People with Social Welfare Problems (PMKS) in public places, with a focus on its implementation by the Civil Service Police Unit (Satpol PP) in Genteng District, an area with the highest number of PMKS in Surabaya. The purpose of this study is to analyze the effectiveness of law enforcement by Satpol PP and to identify obstacles and strategies for handling them. This study uses an empirical legal approach with a sociolegal method, which not only examines legal norms but also social realities in the field. Data were obtained through in-depth interviews with Satpol PP officers and PMKS perpetrators, as well as documentation and direct observation at the research location. Data collection techniques were carried out using purposive and snowball sampling of relevant key informants. The results of the study indicate that law enforcement against PMKS still faces obstacles, such as lack of human resources, low public legal awareness, and limited social rehabilitation facilities. Although Satpol PP has taken repressive and preventive actions such as raids and education, the effectiveness of enforcement is still limited because some PMKS return to the streets due to economic and cultural factors. This study recommends strengthening cross-sector collaboration, providing adequate rehabilitation facilities, and sustainable coaching strategies as solutions to reduce PMKS numbers in a more humane and sustainable manner.
