Abstract

Arranging street vendors is a big challenge in managing tourist areas, especially in areas with historical and religious value such as the Sunan Ampel Religious Tourism Area, Surabaya City. This research aims to analyze the implementation of the PKL structuring policy carried out by the Surabaya City Government, especially regarding the effectiveness of regulations, coordination between agencies, as well as the response and compliance of traders to the regulations implemented. The approach used in this research is descriptive qualitative with data collection methods through field observations, in-depth interviews and documentation studies. The results of this research show that the implementation of the policy for structuring street vendors in this area still faces obstacles, including limited infrastructure, resistance from some traders, and a lack of ongoing supervision. However, there are positive efforts in the form of outreach, persuasive approaches, and the arrangement of trade zones which aim to maintain order and comfort for visitors without eliminating the economic aspects of local communities. This research recommends increasing cross-sector coordination, strengthening regulations, and active involvement of the street vendor community in decision making in order to realize orderly and sustainable tourism area governance.
