The government is making several efforts and strategies to support the rise of the tourism industry after the COVID-19 storm and the post-COVID-19 heavenly heritage tourist object in Bojonegoro Regency. This study uses a qualitative approach. Data collection techniques through observation, interviews, documentation, and data analysis include minimization, visualization, validation, and conclusions. The results of this study found that the post-COVID-19 Kayangan Api Geoherritage Tourism Resilience Strategy in Bojonegoro Regency was through: (1). attractions, in the form of Geological Heritage (Geoheritage) of eternal fire sources and Blekutuk wells as well as several traditional ceremonies and activities that can be carried out at Kayangan Api location; (2) amenities, namely small artificial temples, rides for children to play, such as rickshaws, mini toy trains, mini trains with lights, restaurants, adequate toilets, and places of worship. In this context, the lack of competent human resources and difficulties in meeting economic needs make the economy of society in general complicated. The government has consistently attempted to overcome this problem from one period to the next. One of the programs launched is the People's Business Credit (KUR) which aims to build the community's economy. The KUR program is a loan or financing provided to Micro, Small, and Medium Enterprises (MSMEs) in the form of investments and payments for labor and other services. This initiative has been approved by the government, with the government guaranteeing 70% of the KUR risk and the remainder being borne by the implementing bank. Several banks, such as Mandiri, BRI, BNI, Bukopin, BTN, and BSI, have agreed to support the KUR program. This study aims to analyze the implementation of the KUR program using the Van Meter and Van Horn Implementation Models. This model involves factors such as size and policy objectives, resources, characteristics of implementing agents, attitudes/dispositions, and the economic, social, and political environment. Government programs that are usually top-down are now formulated to involve the active role of social innovation in the community. This research is focused on community empowerment through indigenous values. Bottom-up community empowerment, namely originating from joint decisions of community groups and for the welfare of the community, as well as assistance from the government, will have long-lasting value. With the indigenous value and indigenous knowledge they have, community groups develop the ability to analyze the condition of their communities and carry out action planning, where community groups are involved from the beginning of the process to the end. This research is intended to validate the community empowerment model of Tamansari Village, Banyuwangi, by using the PRA (Participatory Rural Analysis) concept in the tourism sector. The approach used in this study was post-positivist with qualitative data collection techniques, namely focus group discussions and interviews. The results showed that the community empowerment model in Tamansari Village contains a combination of social innovation and policy concepts. The method used in this research is systematic literature review (SLR), where SLR is a research method to identify, evaluate and interpret all relevant research results related to certain research questions, certain topics, or phenomena of concern. The results show that dynamic system modeling produces a comprehensive corruption eradication model. This research provides an overview of corruption research with a dynamic system model approach based on causal relationships between variables related to economic, social, political, legal and cultural factors, through causal loop diagrams that provide a broader picture of the dynamics of corruption. One of the problems that can be handled by implementing collaboration is the empowerment of rural communities. This research has emphasized that collaborative practices can improve and improve the problems of rural communities, especially in managing village fund policies. This research was conducted in Kendalbulur Village, Tulungagung Regency with a qualitative descriptive approach, so that the data obtained were primary data obtained through in-depth interviews and observations. The results of this study show that the dynamics of village fund policies in the perspective of collaborative governance must first be emphasized the meaning and content of the village fund policy itself. Whether to build a village or build A rural area. In addition, the concrete actions and actions of collaboration begin with face to face dialogue between interested actors.
